關于城市軌道(dao)交通工程(cheng)建設安全(quan)管理的思考

“十四(si)五(wu)”規劃提(ti)出(chu)了加快建(jian)設(she)交(jiao)(jiao)通(tong)(tong)強(qiang)國建(jian)設(she),城市(shi)軌(gui)(gui)(gui)道(dao)(dao)交(jiao)(jiao)通(tong)(tong)作(zuo)為緩(huan)解市(shi)民出(chu)行壓力(li)的(de)(de)綠色交(jiao)(jiao)通(tong)(tong)工(gong)(gong)具,近年來建(jian)設(she)發展迅猛,而且其交(jiao)(jiao)通(tong)(tong)基礎骨干的(de)(de)地(di)位也日益穩(wen)固。當(dang)前國內城市(shi)軌(gui)(gui)(gui)道(dao)(dao)交(jiao)(jiao)通(tong)(tong)工(gong)(gong)程(cheng)(cheng)(cheng)的(de)(de)投資建(jian)設(she)仍處于(yu)高漲階段,鑒于(yu)城市(shi)軌(gui)(gui)(gui)道(dao)(dao)交(jiao)(jiao)通(tong)(tong)工(gong)(gong)程(cheng)(cheng)(cheng)屬于(yu)安全(quan)(quan)生產高危領域,其導致的(de)(de)突發事件社會關注度高,建(jian)設(she)期間(jian)必須深(shen)入貫(guan)徹安全(quan)(quan)發展理念,堅持(chi)樹立安全(quan)(quan)生產底線思維,才(cai)能(neng)實現(xian)安全(quan)(quan)生產。現(xian)基于(yu)城市(shi)軌(gui)(gui)(gui)道(dao)(dao)交(jiao)(jiao)通(tong)(tong)工(gong)(gong)程(cheng)(cheng)(cheng)建(jian)設(she)的(de)(de)基本特點,進一(yi)步(bu)探討城市(shi)軌(gui)(gui)(gui)道(dao)(dao)交(jiao)(jiao)通(tong)(tong)工(gong)(gong)程(cheng)(cheng)(cheng)建(jian)設(she)安全(quan)(quan)管理的(de)(de)路徑和措施。

一(yi)、城市軌道交通工程的基本特點

(一)工程地質類(lei)別多

城市軌道交通(tong)工(gong)程建設區(qu)域地(di)(di)(di)質構造、地(di)(di)(di)形(xing)地(di)(di)(di)貌(mao)、水文氣象(xiang)等(deng)千差萬別(bie),地(di)(di)(di)質條件(jian)具有明(ming)顯的復(fu)(fu)雜(za)性和差異性,可能會遭遇到軟土地(di)(di)(di)區(qu)、沖洪積土層(ceng)地(di)(di)(di)區(qu),黃土地(di)(di)(di)區(qu)、膨脹土地(di)(di)(di)區(qu)、基(ji)巖或地(di)(di)(di)質單(dan)元復(fu)(fu)雜(za)地(di)(di)(di)區(qu)等(deng),導致工(gong)程地(di)(di)(di)質風險(xian)問題(ti)突(tu)出(chu)。

(二)工程周邊環境(jing)復雜

城(cheng)市(shi)軌道(dao)交通線(xian)路(lu)大部分處于建筑物密(mi)集、人(ren)口密(mi)集的城(cheng)區,沿線(xian)高層建筑眾(zhong)多(duo),地(di)下管線(xian)密(mi)集,周邊(bian)橋梁、道(dao)路(lu)、既(ji)有鐵路(lu)等縱橫交錯,沿線(xian)地(di)面交通流量大,工程周圍環境條件復雜,存在的眾(zhong)多(duo)安全(quan)風險(xian)給工程設計、施工帶(dai)來諸多(duo)挑(tiao)戰。

(三)技術集成度(du)高

城市(shi)(shi)軌(gui)道交通(tong)工(gong)(gong)程涉及(ji)(ji)專業多,技(ji)術集(ji)成度高,是集(ji)土建(jian)施工(gong)(gong)和機(ji)電設(she)備安(an)裝為一(yi)體的綜合性系統工(gong)(gong)程。土建(jian)施工(gong)(gong)涉及(ji)(ji)明(蓋)挖法、礦山法和盾構(gou)法等(deng)主要(yao)施工(gong)(gong)工(gong)(gong)法,涉及(ji)(ji)地下水(shui)控制、地層加固等(deng)多種(zhong)輔助工(gong)(gong)法。機(ji)電設(she)備涉及(ji)(ji)電客(ke)車、牽(qian)引供電、通(tong)信信號、綜合監控等(deng)專業工(gong)(gong)程。隨著新工(gong)(gong)藝、新技(ji)術、新材料、新設(she)備的大量采用,對城市(shi)(shi)軌(gui)道交通(tong)工(gong)(gong)程建(jian)設(she)人(ren)員專業水(shui)平、管理水(shui)平提出了較高的要(yao)求。

(四)工程(cheng)參與方多、協調工作量大

城市軌道交(jiao)(jiao)通工(gong)程(cheng)參建(jian)單(dan)位包括建(jian)設(she)、勘察(cha)、設(she)計、施工(gong)、監(jian)理、監(jian)測(ce)、檢測(ce)和材(cai)料設(she)備供應等單(dan)位,專業多(duo)(duo)、單(dan)位多(duo)(duo)、環節多(duo)(duo)、接口多(duo)(duo)、交(jiao)(jiao)叉作業多(duo)(duo),同時,涉及(ji)的拆改移工(gong)作量大,涉及(ji)的政府部門(men)、產權單(dan)位產權人多(duo)(duo),加之線(xian)性(xing)(xing)工(gong)程(cheng)特點,線(xian)路可調整的彈性(xing)(xing)小(xiao),建(jian)設(she)管理單(dan)位協調量大、協調難度(du)大、管理幅度(du)大。

(五)風險控(kong)制要求不斷提高

在城市軌道(dao)交通(tong)工(gong)程(cheng)隧(sui)道(dao)、深基坑等施(shi)工(gong)過程(cheng)中,政(zheng)府對工(gong)程(cheng)周邊的建(構)筑物包括(kuo)既有軌道(dao)交通(tong)設(she)施(shi)、橋梁、隧(sui)道(dao)、道(dao)路、地下管線等的沉(chen)降(jiang)(包括(kuo)絕對值和速率等)的控制基準(zhun)量標準(zhun)不斷提高,嚴防坍塌事故發生。

(六)建設速(su)度快,社會高度關注

現階段城市對軌(gui)道交通需求(qiu)強烈(lie),軌(gui)道交通項(xiang)目建(jian)(jian)設周(zhou)期設置(zhi)較短(duan),建(jian)(jian)設速(su)度過快(kuai)、工期過緊與安(an)全(quan)(quan)管(guan)理要求(qiu)不(bu)斷提高(gao)(gao)之(zhi)間的(de)矛盾不(bu)斷顯現。同時城市軌(gui)道交通工程大規模同期建(jian)(jian)設,各方管(guan)理資源攤薄,部分單位(wei)管(guan)理和技術力量儲(chu)備不(bu)足(zu),發生安(an)全(quan)(quan)事故可能性高(gao)(gao),造成的(de)社會(hui)影(ying)響大,輿論關注度高(gao)(gao),導致對安(an)全(quan)(quan)管(guan)理的(de)目標不(bu)斷提高(gao)(gao)。

二(er)、城市軌道交(jiao)通工(gong)程的事故特征

(一)在城市(shi)軌道(dao)交通(tong)工程(cheng)施(shi)工階段,坍(tan)塌、高(gao)(gao)處墜落和物體打擊(ji)等事故(gu)的數量占比(bi)最(zui)高(gao)(gao)。坍(tan)塌事故(gu)是(shi)我國城市(shi)軌道(dao)交通(tong)工程(cheng)施(shi)工事故(gu)中發生(sheng)次數最(zui)多的類(lei)型(xing),是(shi)施(shi)工過程(cheng)中的難題。

(二)死(si)亡(wang)事故(gu)死(si)亡(wang)率(lv)最高(gao)的是坍塌(ta)、中毒(du)和氣體泄漏以(yi)及火災等,并且最容易造(zao)成嚴重的經濟損失(shi)和惡劣(lie)的社會影(ying)響;死(si)亡(wang)事故(gu)發生率(lv)最高(gao)的事故(gu)類型為高(gao)處(chu)墜落(luo)、車輛傷害、觸(chu)電、爆(bao)炸。

(三)由(you)(you)于地質勘探不完善、施工(gong)經(jing)驗不足等原因,大多(duo)數(shu)新建城市(shi)軌道交通工(gong)程施工(gong)初期死亡(wang)人數(shu)占(zhan)比較(jiao)高,而建設里程數(shu)較(jiao)大城市(shi)由(you)(you)于經(jing)驗豐富(fu),其死亡(wang)率相對較(jiao)低。

(四)造成城市軌道交通施工事故發生(sheng)的主要(yao)原因(yin)分為自身原因(yin)和自然(ran)因(yin)素(su)(su)。自身原因(yin)主要(yao)包括管理(li)(li)不(bu)(bu)足(zu)(zu)、違(wei)章作業、安(an)全意識匱乏、勘查不(bu)(bu)足(zu)(zu)、設(she)備不(bu)(bu)達標、設(she)計不(bu)(bu)合理(li)(li)、施工質量不(bu)(bu)合格、監理(li)(li)不(bu)(bu)到位和使用(yong)無資質人員等(deng);自然(ran)因(yin)素(su)(su)主要(yao)包括水文地(di)質、降雨因(yin)素(su)(su)、地(di)下(xia)管線、地(di)質原因(yin)等(deng)。

(五)在(zai)城市軌道交(jiao)通工(gong)(gong)程事故(gu)中致(zhi)險因(yin)(yin)素占比最多為管理(li)不(bu)足(zu)、安全意識匱乏、工(gong)(gong)人(ren)違章作業、地質(zhi)原因(yin)(yin),一起安全事故(gu)往往是在(zai)多個潛在(zai)的致(zhi)險因(yin)(yin)素共同作用下發(fa)生的。

三、城市軌道交通工程建設(she)安(an)全管理(li)的(de)核心要(yao)點

在城市(shi)軌道(dao)交通(tong)工(gong)程(cheng)建設工(gong)作中,各(ge)級應堅(jian)持標(biao)本兼治(zhi)、綜合(he)治(zhi)理(li),筑牢過(guo)程(cheng)管(guan)控,強(qiang)化(hua)制(zhi)度監管(guan),加強(qiang)應急處置,及時、科學、有(you)效(xiao)應對各(ge)類突發事件,最(zui)大限度降低(di)損失(shi)。

(一(yi))明確安全管理思想

始終(zhong)將不發(fa)生責任(ren)性安全(quan)(quan)(quan)(quan)事(shi)故作為安全(quan)(quan)(quan)(quan)管理(li)(li)的(de)(de)目(mu)標,并落實到各(ge)級安全(quan)(quan)(quan)(quan)生產指標考核中去。結(jie)合建設(she)項(xiang)目(mu)周(zhou)期長(chang)點位多的(de)(de)特點,要(yao)始終(zhong)貫徹持(chi)續改(gai)進(PDCA循環)的(de)(de)管理(li)(li)思(si)維;結(jie)合“安全(quan)(quan)(quan)(quan)第一、預防為主、綜合治理(li)(li)” 的(de)(de)安全(quan)(quan)(quan)(quan)方針要(yao)求(qiu),要(yao)始終(zhong)堅持(chi)風險管控的(de)(de)管理(li)(li)思(si)維。

(二)夯實安全基礎管理

按照“黨政同責(ze)、一崗雙責(ze)、齊抓共管(guan)(guan)(guan)(guan)、失職追責(ze)”的(de)(de)原則,建(jian)立(li)完善(shan)各(ge)(ge)(ge)級(ji)的(de)(de)安(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)產(chan)責(ze)任體系,明確(que)每個崗位的(de)(de)安(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)目標、責(ze)任范圍(wei)、考核要求(qiu);建(jian)立(li)完善(shan)以安(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)產(chan)委員(yuan)會(hui)為核心的(de)(de)安(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)產(chan)管(guan)(guan)(guan)(guan)理(li)(li)網絡,明確(que)公司級(ji)、項目級(ji)兩級(ji)的(de)(de)安(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)管(guan)(guan)(guan)(guan)理(li)(li)機制;建(jian)立(li)健(jian)(jian)全(quan)(quan)(quan)(quan)(quan)(quan)安(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)產(chan)管(guan)(guan)(guan)(guan)理(li)(li)制度,明確(que)常規管(guan)(guan)(guan)(guan)理(li)(li)、應急管(guan)(guan)(guan)(guan)理(li)(li)、事故管(guan)(guan)(guan)(guan)理(li)(li)三類安(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)管(guan)(guan)(guan)(guan)理(li)(li)流程和要求(qiu);建(jian)立(li)健(jian)(jian)全(quan)(quan)(quan)(quan)(quan)(quan)教育(yu)培訓(xun)(xun)機制,明確(que)各(ge)(ge)(ge)類人(ren)員(yuan)的(de)(de)培訓(xun)(xun)內容和頻次,強(qiang)化(hua)(hua)重溫教育(yu)培訓(xun)(xun);強(qiang)化(hua)(hua)安(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)產(chan)痕跡(ji)管(guan)(guan)(guan)(guan)理(li)(li),健(jian)(jian)全(quan)(quan)(quan)(quan)(quan)(quan)完善(shan)各(ge)(ge)(ge)類安(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)會(hui)議、安(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)檢查、安(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)培訓(xun)(xun)等檔(dang)案記錄管(guan)(guan)(guan)(guan)理(li)(li)機制;強(qiang)化(hua)(hua)安(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)產(chan)資(zi)金(jin)投(tou)入(ru),明確(que)安(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)生(sheng)(sheng)產(chan)資(zi)金(jin)使用范圍(wei),夯實本質安(an)(an)全(quan)(quan)(quan)(quan)(quan)(quan)管(guan)(guan)(guan)(guan)理(li)(li)基礎。

(三)抓實安(an)全風險(xian)管控

    建(jian)立符合城(cheng)市軌(gui)道交通(tong)工(gong)程(cheng)特點的(de)(de)安(an)全風(feng)(feng)險識別范圍和(he)判定標準(zhun),實現(xian)風(feng)(feng)險的(de)(de)精準(zhun)識別和(he)準(zhun)確(que)(que)分級;明確(que)(que)可(ke)研、初步設計、施工(gong)圖(tu)設計、土(tu)建(jian)施工(gong)、設備安(an)裝及(ji)動車調試等階(jie)段安(an)全風(feng)(feng)險管(guan)(guan)理任(ren)務清(qing)單(dan),確(que)(que)保各階(jie)段風(feng)(feng)險管(guan)(guan)控的(de)(de)延續性;建(jian)立健全各個階(jie)段的(de)(de)風(feng)(feng)險臺賬(zhang),明確(que)(que)控制(zhi)措施和(he)責(ze)任(ren)人,實現(xian)定期評估和(he)動態管(guan)(guan)理;對于(yu)重大風(feng)(feng)險實行“險長制(zhi)”,由各參建(jian)單(dan)位相關負責(ze)人擔(dan)任(ren)風(feng)(feng)險管(guan)(guan)控責(ze)任(ren)人并公示監督;建(jian)立健全風(feng)(feng)險巡查(cha)機制(zhi),組(zu)織(zhi)各相關監測單(dan)位、監理單(dan)位等獨立開展(zhan)現(xian)場風(feng)(feng)險管(guan)(guan)控巡查(cha),發布預(yu)警(jing)信息(xi),做好風(feng)(feng)險預(yu)警(jing)預(yu)報管(guan)(guan)理。

(四)抓牢安全隱患排查

結(jie)(jie)合(he)(he)法律(lv)法規技術規范,按照城市(shi)軌道(dao)交通工(gong)程建(jian)設不(bu)同現(xian)場的(de)(de)(de)(de)安(an)全(quan)(quan)(quan)要求(qiu)(qiu),建(jian)立各(ge)專業安(an)全(quan)(quan)(quan)隱(yin)患(huan)(huan)排查標(biao)準(zhun);結(jie)(jie)合(he)(he)安(an)全(quan)(quan)(quan)隱(yin)患(huan)(huan)危(wei)害和整(zheng)(zheng)改(gai)(gai)難度等因(yin)素(su),細化(hua)完善安(an)全(quan)(quan)(quan)隱(yin)患(huan)(huan)分級標(biao)準(zhun);建(jian)立覆蓋(gai)各(ge)個層級的(de)(de)(de)(de)安(an)全(quan)(quan)(quan)隱(yin)患(huan)(huan)自(zi)查自(zi)糾機(ji)制(zhi)(zhi),明(ming)(ming)確(que)各(ge)層級責任(ren)人(ren)的(de)(de)(de)(de)排查頻次要求(qiu)(qiu);強(qiang)化(hua)安(an)全(quan)(quan)(quan)隱(yin)患(huan)(huan)監(jian)督(du)檢(jian)查告知警(jing)示機(ji)制(zhi)(zhi),針對反復出(chu)現(xian)的(de)(de)(de)(de)安(an)全(quan)(quan)(quan)隱(yin)患(huan)(huan)或整(zheng)(zheng)改(gai)(gai)不(bu)徹底的(de)(de)(de)(de)情況,進(jin)一步發揮整(zheng)(zheng)改(gai)(gai)通知書的(de)(de)(de)(de)警(jing)示作(zuo)用(yong);明(ming)(ming)確(que)安(an)全(quan)(quan)(quan)隱(yin)患(huan)(huan)整(zheng)(zheng)治的(de)(de)(de)(de)責任(ren)人(ren)、時限、資金投入(ru)、管控措(cuo)施等,實現(xian)閉(bi)環管理;強(qiang)化(hua)重大安(an)全(quan)(quan)(quan)隱(yin)患(huan)(huan)整(zheng)(zheng)改(gai)(gai)效果(guo),建(jian)立健全(quan)(quan)(quan)整(zheng)(zheng)治方案的(de)(de)(de)(de)專項(xiang)評估要求(qiu)(qiu),實施掛牌督(du)辦機(ji)制(zhi)(zhi)。

(五)深(shen)化事(shi)故應急管理

明確(que)(que)各參建(jian)(jian)(jian)(jian)單位的應(ying)(ying)(ying)急(ji)(ji)管(guan)理(li)職責,建(jian)(jian)(jian)(jian)立(li)健(jian)全應(ying)(ying)(ying)急(ji)(ji)指揮機(ji)構(gou),細化(hua)應(ying)(ying)(ying)急(ji)(ji)組織(zhi)職責分工(gong);建(jian)(jian)(jian)(jian)立(li)完(wan)善綜合應(ying)(ying)(ying)急(ji)(ji)預案、重大風險專項應(ying)(ying)(ying)急(ji)(ji)預案,明確(que)(que)事發現場(chang)應(ying)(ying)(ying)急(ji)(ji)組織(zhi)的構(gou)成、信息報告、預警響應(ying)(ying)(ying)等關鍵流程(cheng)和應(ying)(ying)(ying)急(ji)(ji)處(chu)(chu)置要(yao)求;建(jian)(jian)(jian)(jian)立(li)健(jian)全應(ying)(ying)(ying)急(ji)(ji)演練管(guan)理(li),明確(que)(que)演練方(fang)式、頻次(ci)等要(yao)求,開展應(ying)(ying)(ying)急(ji)(ji)演練評估,提高(gao)應(ying)(ying)(ying)急(ji)(ji)處(chu)(chu)置能(neng)力(li);強化(hua)應(ying)(ying)(ying)急(ji)(ji)物(wu)(wu)資(zi)裝(zhuang)備(bei)管(guan)理(li),明確(que)(que)應(ying)(ying)(ying)急(ji)(ji)物(wu)(wu)資(zi)裝(zhuang)備(bei)配(pei)置標準和配(pei)置臺賬(zhang),建(jian)(jian)(jian)(jian)立(li)完(wan)善應(ying)(ying)(ying)急(ji)(ji)物(wu)(wu)資(zi)裝(zhuang)備(bei)采購(gou)、使用、補充等管(guan)理(li)要(yao)求;建(jian)(jian)(jian)(jian)立(li)完(wan)善與(yu)周邊單位的應(ying)(ying)(ying)急(ji)(ji)互助聯動機(ji)制(zhi),根據需要(yao)簽訂應(ying)(ying)(ying)急(ji)(ji)救援互助協議,提高(gao)整體應(ying)(ying)(ying)急(ji)(ji)處(chu)(chu)置能(neng)力(li)。

(六)持續構(gou)建(jian)安全文化

強化(hua)(hua)安(an)(an)(an)(an)全(quan)(quan)宣傳陣地建(jian)(jian)設,運用多(duo)種媒介手段(duan)開(kai)展法律法規標準規范的(de)宣傳教育;組織(zhi)開(kai)展安(an)(an)(an)(an)全(quan)(quan)月(yue)、消防(fang)月(yue)、防(fang)災減災日等專項活動,進(jin)一步激發(fa)各(ge)級(ji)員工(gong)參(can)與安(an)(an)(an)(an)全(quan)(quan)生產的(de)積極性;收集整(zheng)理(li)行業事故案例庫,剖析(xi)事故教訓警(jing)示(shi),提高各(ge)級(ji)安(an)(an)(an)(an)全(quan)(quan)責(ze)任意識(shi);強化(hua)(hua)安(an)(an)(an)(an)全(quan)(quan)考核(he)獎懲機制,建(jian)(jian)立健全(quan)(quan)安(an)(an)(an)(an)全(quan)(quan)工(gong)作考核(he)評(ping)價標準,明確安(an)(an)(an)(an)全(quan)(quan)獎懲標準,加強險兆事件的(de)責(ze)任追究,將(jiang)安(an)(an)(an)(an)全(quan)(quan)管理(li)優劣作為評(ping)先(xian)評(ping)優的(de)首選條件;強化(hua)(hua)外(wai)部安(an)(an)(an)(an)全(quan)(quan)先(xian)進(jin)經驗(yan)的(de)學習(xi)和借鑒,實(shi)現安(an)(an)(an)(an)全(quan)(quan)管理(li)理(li)念(nian)的(de)持續創(chuang)新;凝聚提煉安(an)(an)(an)(an)全(quan)(quan)管理(li)理(li)念(nian)等安(an)(an)(an)(an)全(quan)(quan)文(wen)(wen)化(hua)(hua)要素并加以宣傳推廣(guang),形成具有企(qi)業發(fa)展特色的(de)安(an)(an)(an)(an)全(quan)(quan)文(wen)(wen)化(hua)(hua)并持續構(gou)建(jian)(jian)。

四、結論

城市(shi)軌(gui)道(dao)交通工(gong)程建設(she)主管(guan)部門已經形成了(le)系統化(hua)的安全(quan)監(jian)管(guan)態勢(shi),強化(hua)工(gong)程建設(she)各單(dan)位(wei)的安全(quan)責任落實,突出緊抓(zhua)主體責任落實和建設(she)單(dan)位(wei)負總責。行業標準規范(fan)也(ye)日益成熟,安全(quan)管(guan)理(li)流程也(ye)逐(zhu)漸(jian)固化(hua),整個行業的自(zi)我監(jian)管(guan)機制(zhi)也(ye)趨于完(wan)善(shan)。為此,作為新(xin)建城市(shi)軌(gui)道(dao)交通工(gong)程建設(she)單(dan)位(wei),應在人員隊伍和管(guan)理(li)措(cuo)施上提前做好部署和安排。

(一)抓實(shi)安(an)全管理隊伍建設

在組(zu)織機構(gou)上設(she)置(zhi)安(an)全生產(chan)管(guan)(guan)理(li)(li)機構(gou),在人(ren)員配置(zhi)上選(xuan)用適(shi)合工程建(jian)設(she)發展需要(yao)的人(ren)員擔(dan)任專兼職安(an)全管(guan)(guan)理(li)(li)崗(gang)并充實到(dao)各部(bu)門(men),從而建(jian)立起完整(zheng)的安(an)全組(zu)織網絡。同(tong)時通過(guo)業務培(pei)訓、互(hu)查互(hu)比(bi)等手(shou)段(duan),不斷提高安(an)全管(guan)(guan)理(li)(li)人(ren)員的業務技能。

(二(er))抓(zhua)實應急搶險(xian)隊伍建設

依(yi)托各(ge)參建(jian)單位組織建(jian)立適應城市軌道交通(tong)工程建(jian)設需要(yao)的(de)一定規模的(de)多支專兼職應急(ji)搶險(xian)隊伍,明確指揮人(ren)員、搶險(xian)人(ren)員等的(de)基本專業分工,以及應急(ji)搶險(xian)類別和(he)范圍(wei),并開展技能(neng)實操培訓和(he)應急(ji)演(yan)練,強化與臨近消防(fang)救(jiu)援(yuan)機構和(he)其他專業應急(ji)救(jiu)援(yuan)隊伍的(de)應急(ji)互助(zhu)機制,提升(sheng)整體應急(ji)救(jiu)援(yuan)能(neng)力。

(三)抓實安(an)全咨詢隊伍(wu)建設

依托各參建單位和關聯單位的專業(ye)技(ji)(ji)術力(li)量,組(zu)織(zhi)建立覆蓋城市軌道交通工程(cheng)建設(she)各個專業(ye)領域的安全專家隊伍(wu),并(bing)進一步完善安全咨詢服務(wu)機制,為(wei)工程(cheng)建設(she)的各個階段的風(feng)險(xian)管控(kong)、隱患整(zheng)治和應急處置等提供技(ji)(ji)術支持,降(jiang)低安全風(feng)險(xian)。

(四(si))抓好安全生產標準化工作

按照(zhao)《城市軌道交通工(gong)程建設(she)安全生(sheng)產(chan)(chan)標(biao)準(zhun)化管理技術指南》的要(yao)求,組織(zhi)相關(guan)參建單位開展安全生(sheng)產(chan)(chan)標(biao)準(zhun)化工(gong)作,規范(fan)(fan)各崗位安全生(sheng)產(chan)(chan)行為,使得各生(sheng)產(chan)(chan)環(huan)節(jie)符合有關(guan)安全生(sheng)產(chan)(chan)法律法規和標(biao)準(zhun)規范(fan)(fan)的要(yao)求,人、機(ji)、物、環(huan)處(chu)于(yu)良好的生(sheng)產(chan)(chan)狀態(tai),并持(chi)續(xu)改進,不斷加強安全生(sheng)產(chan)(chan)規范(fan)(fan)化建設(she),形成過程控制、持(chi)續(xu)改進的安全管理機(ji)制。

(五)抓好安全生產信息化(hua)工(gong)作

通(tong)過互聯網(wang)、物(wu)聯網(wang)和計算機技術建立健(jian)全基(ji)于目標管(guan)(guan)(guan)(guan)理(li)(li)(li)和全部(bu)安(an)全生(sheng)產管(guan)(guan)(guan)(guan)理(li)(li)(li)要素(su)的信(xin)息化系(xi)統(tong)(tong)平(ping)臺(tai),為安(an)全管(guan)(guan)(guan)(guan)理(li)(li)(li)體(ti)系(xi)的動態(tai)運作(zuo)、信(xin)息傳遞(di)、實(shi)時預警、快速統(tong)(tong)計等提供有效(xiao)的技術保障。同時通(tong)過信(xin)息化系(xi)統(tong)(tong)平(ping)臺(tai)覆蓋(gai)安(an)全管(guan)(guan)(guan)(guan)理(li)(li)(li)體(ti)系(xi)的全部(bu)管(guan)(guan)(guan)(guan)理(li)(li)(li)流(liu)程,防止出現斷檔、超時等管(guan)(guan)(guan)(guan)理(li)(li)(li)紕(pi)漏,確保各個管(guan)(guan)(guan)(guan)理(li)(li)(li)要素(su)高(gao)效(xiao)流(liu)轉,實(shi)現閉(bi)環管(guan)(guan)(guan)(guan)理(li)(li)(li)。
